While Penn State football has yet to earn a commitment from the Class of 2027, it's never too early to scope out elite talent in the next class. Rivals released their first batch of rankings for the Class of 2028, and this Pennsylvania native should be a priority for head coach Matt Campbell.
3-star CB makes it known that Penn State is the team to beat
Jett Harrison is a five-star high school recruit from Philadelphia, Penn. The wide receiver is the No. 1 prospect in the nation, per Rivals300 rankings. He is the consensus top recruit out of the state and 247Sports has him as a top 10 overall prospect and No. 3 receiver from the Class of 2028.
At the moment, a bunch of teams are in the mix for Harrison, expectedly so. Just taking the edge as the favorite is Penn State with a 15.7 percent chance at landing the wideout's commitment. Syracuse is right behind at 13.7 percent and Boston College holds an 11.8 percent chance. Other squads include Ohio State and Duke, both with an under 10 percent likelihood.

Penn State is in the mix for five-star WR and No. 1 Class of 2028 prospect Jett Harrison
Campbell hasn't hit well with in-state recruits, specifically within the Class of 2027.
The firing of Virginia Tech head coach James Franklin caused a riff in recruitment, naturally impacting Campbell's chances at regaining traction with lost commitments. Most notably, Franklin's departure paired with the long head coaching search allowed Georgia to pick up steam with five-star running back Kemon Spell.
The Class of 2028 is an opportunity for Campbell to make his mark in Pennsylvania. While the outcomes of the 2026 and 2027 seasons should assist him in doing so, Harrison is already a hot commodity and Campbell must stay on top of him.
The Orange, in particular, are a massive threat to the Nittany Lions. Harrison's father and Pro Football Hall of Fame wide receiver, Marvin Harrison, played for Syracuse in college in 1996. He played for Indianapolis professionally from 1996 to 2008.
The Buckeyes are another threat due to family connections. Wide receiver Marvin Harrison Jr. was a two-time All-American in college and a No. 4 draft pick in the 2024 NFL Draft, going to the Arizona Cardinals.
Knowing Harrison Jr. did not follow in his father's footsteps, there's potential for his younger brother to do the same and embark on his own path to the NFL, which is good news for Campbell at the very least.
