With an abundance of new faces in the Big Ten due to the transfer portal and conference realignment, the conference will look as unique as ever, and there is certainly no shortage of star power at the ball handler position.

Rice had a standout season for Washington State, averaging 14.8 points and 3.8 assists per game. It should not go understated how impressive this is for a freshman on a power six-team, as he earned All-Pac-12 honors. He led the Cougars to an NCAA tournament appearance, even winning a game against mid-major powerhouse Drake in the first round.
Rice also averaged nearly two steals per game, a true two-way threat. It was tempting to put Rice higher than three on this list, but I believe there are two players who are deserving of their spots over him.
