Roberts Blums announced his commitment on social media on Wednesday. He has two years of NCAA eligibility remaining and joins a Nittany Lion squad packed with overseas talent.
Blums was a three-star transfer, per 247Sports Transfer Rankings. As reported by Griffin McVeigh of On3, the shooting guard is ranked No. 66 overall out of the Transfer Portal. McVeigh also hinted at a potential advancement from three-star to four-star rating for Blums.
He spent his two collegiate seasons at Davidson, playing in 31 and 32 games for the Wildcats, respectively.

In 2025-26, Blums averaged 12.4 points per game on 398 total points. He shot 45.6 percent from the field, 40.7 percent from behind the arc, and 63.6 percent from the free throw line. In addition to his shooting, he also registered 89 rebounds on defense, 36 assists, 19 rebounds on offense, and 19 steals.
Head coach Mike Rhoades has prioritized shooting as he sifts through the Transfer Portal.
Blums adds to a transfer class that includes former Miami (Ohio) winger Brant Byers and former Central Connecticut State University point guard Jay Rodgers. The Nittany Lions also recently added center Tim Oboh from Buffalo on Sunday, enhancing the blue and white's protection at the rim.
This crew will need to transition from the mid-major programs to the Power Four landscape. However, having NCAA experience is key for Rhoades who hopes to re-solidify a foundation in his rebuild.
Blums and Oboh both have two years of eligibility remaining, which will be useful for the head coach to have if he keeps them there for year two at Penn State. This will bring veteran leadership to a Nittany Lion roster that was heavily skewed towards freshmen in 2025-26.
Prior to his time in the NCAA, Blums played for the VEF Riga of the Latvian-Estonian Basketball League. He initially declared for the 2024 NBA Draft, but withdrew his name to take his talents to the A-10.
