Penn State football landed four-star quarterback James Armstrong on Thursday, and the Nittany Lions are already reaping the benefits of his commitment.
On Twitter/X, Armstrong reposted his commitment announcement with the caption "Best in PA stay in PA, WE ARE," which is exactly the focus head coach Matt Campbell has in this next recruitment cycle.
Campbell's 2027 class isn't littered with in-state talent, never mind Pennsylvania natives who are blue-chip recruits as well. Moving forward, that's clearly a priority of his and his staff. They also have four-star cornerback Deonte Flemings Jr. committed who is an in-state talent.
The work isn't finished in Penn State's backyard.
Armstrong has reportedly also spoken directly with a few in-state recruits, according to Ryan Snyder of On3.
"I've already been texting guys like Jaden Jones and Carter Barrett. I know I need to get on [Brandon] Murphy here soon," Armstrong told Snyder. "I definitely think it starts with those top guys in the state, and I know [Flemings Jr. and I] are [going to] be on those guys, doing everything we can do to make our recruiting class great."

James Armstrong's commitment has brought the positive attention Penn State needed for 2028 in-state prospects
There are still a number of prospects on the board, including five-star wide receiver Jett Harrison, four-star edge rusher, George Parkinson IV, and four-star athlete Jones. They round out the top five recruits in the state alongside the Nittany Lions' two current commits.
All three are well within their reach to land. Following Armstrong's commitment, another can be added to that list.
Four-star offensive tackle Ty Winn is the No. 20 tackle in the 2028 class and No. 189 recruit nationally, per Rivals Industry Ratings. He has received offers from Syracuse, Ohio State, Georgia, Temple, Florida, and Notre Dame among others. The Orange and Buckeyes are the top two teams to land Winn, but the blue and white are creeping up on them.
Winn reported Armstrong's post promoting Pennsylvania natives to stay in-state (and at Penn State, specifically). The day before, on July 1, he posted a photo of himself in the new Nittany Lion Adidas gear as well with the phrase "Three Stripe Life" that represents progress and performance.
Campbell won't land every single blue-chip prospect from the state, but he has made impressive progress with many of the top, in-state recruits so far. With Armstrong and Flemings Jr. already committed, these Pennsylvania student-athletes can't overlook Penn State in their recruitment.
Other in-state prospects on the Nittany Lions' board are four-star athlete Brandon Murphy, four-star interior offensive lineman Nick Anderson, four-star cornerback Kia Jones Jr., three-star edge rusher Victor Ezeukwu, and three-star cornerback Mekhi Paschall. Penn State currently holds a lead to land all five recruits, all of who are top 15 talents from the state.
