Penn State Football is in the middle of the most important stretch of the 2023 recruiting cycle, and new targets are starting to emerge.

Most fans are aware of the big-name targets like Ta’Mere Robinson and Cam Seldon, but it’s the lesser-known prospects that can make a class special.

In 2022, Penn State Football did a great job of identifying talent early and securing the commitments of these recruits before other schools could get involved. Some of those names include wide receiver Tyler Johnson, safety K.J. Winston and quarterback Drew Allar.

At the time Penn State landed these guys, they were all 3-star recruits and had minimal offer lists. Johnson ended up being rated as a high 3-star after being unranked, Winston went from a 3-star to a 4-star and Allar ended up being the No. 1 quarterback in the 247 Sports rankings.

Penn State’s staff’s ability to identify talent early has been key to their recruiting success.

Now, in the 2023 cycle, the staff will have to do it again after missing out on some top targets like 4-star WR Rodney Gallagher.

Here are four 2023 recruiting targets currently flying under the radar who could end the cycle highly rated with impressive offer sheets.
